Barnet council issued fixed penalty notices (FPNs) – on the spot fines, almost 200 times in parks in the last three years.

In total between 2022 and 2025 198 FPNs were issued.

This was made possible after Barnet Labour brought summer park patrols inhouse. When security is delivered by the council rather than an outside contractor, staff have the power to issue FPNs. The patrols themselves – not just the actual issuing of FPNs – act as a deterrence to anti-social behaviour.

Barnet Labour also introduced a borough wide Public Spaces Protection Order in 2022, enabling anti-social behaviour to be reported in any park, including vehicle misuse and open fires or barbeques.

Barnet Labour’s Cabinet member for Cabinet Member for Community Safety, Community Cohesion and Ending Violence Against Women & Girls, Councillor Sara Conway, said: “We’ve taken action to tackle anti-social behaviour when the Conservatives didn’t deliver.

“They failed to introduce a Borough-wide Public Spaces Protection Order and used an outside contractor to deliver security patrols in parks –  meaning they were very limited in what action they could take.

“Barnet Labour will continue to do all we can to tackle anti-social behaviour in parks and public spaces, unlike the do-nothing Conservatives.”
